How much power is needed to break a passive Force barrier?

For example, say a random Sith managed to Force push GM Luke and knock him backwards; would that Sith be comparable in power?

They would have to be in the general range. The degree to which the attacks effect them is telling. Like if it inflicts damage through their physical augmentation and the like.
The thing is even equals really could push/pull/ragdoll each other if they get an opening. Because it's a active vs passive application of power. Of course the active one is going to win that out.

Say it pushed them about 5 metres and knocked them head over heels but they almost immediately got up again.
