You're making the assumption that everyone called to stop Tenebrae HAD to be there in order to succeed. It couldn't have been overkill/symbolic?

No, it is not.

They all emerge and band together to vanquish him (or his essence) for good - visuals and dialogue sequences establish as much. Valkorion brings all of his major forms to bear in this confrontation, and was preventing all of those spirits from becoming one with the Force otherwise. Remember Lord Scourge's statement that he felt so many spirits trapped inside him? This was alluded to as far back as in the novel. His immortality is a terrible cost for others.

It is one hell of a battle.

Satele Shan confirm that all of those spirits found peace including that of Revan after Valkorion is vanquished for good.
