Hard to know. I'll side with Wrath as Revan doesn't have that much.

Defeating Baras and the Dark Council bowing before his "unquestionable might" puts the Wrath above.

Revan. Beating Malak on the Star Forge and being stated to be superior to his Darth Revan self, while being hindered by the Star Forge DS nexus, is enough for me to consider him above the Wrath. Also not sure if the Wrath has a feat on par with Revan's Star Forge and Sith Academy massacres.
