Power vs Mastery

Which is more important?

Mastery, you can have all the power, but if you can't control it, it's not gonna help. One with mastery of their power, is in the end going to be powerful while also being able to control it and do things that the one with just having power won't.

Power, everyone can eventually master and develop themselves.

it depends mostly: 

one with power can achieve most greater things than whould take years to others to master however one can be also blind about it and commit mistakes in battle.

with mastery it happens the other way the more you can control most other abilities and harness it correctly you have greater chances of victory than defeat.

Mastery is better. Power without mastery was demonstrated in the form of Anakin getting burnt to a crisp.

Honestly you have your answer from TFU 2. The Starkiller clones possessed all the raw power of Galen with none of his intellect and refinement, as a result he literally turned them into a mist of gore. They might not have had much of a barrier at all (as stated by the book) but thier inability to leverage thier numbers in tandem with thier powers can easily lead to the conclusion mastery is more valuable over all
