Ok, this depends on a numerous amount of things, for one, if this include Force Entities, very similar to the Ones of Mortis, who were personifications of the Force's light and dark sides, The Father further noted in the Clone Wars Season 3, Episode 15: Overlords, which sees Anakin, Obi Wan and Ahsoka transported using the Force to the ethereal ancient world of Mortis, a realm that resides away from the Galaxy, that if his Children were to do battle outside of the ethereal realm of the Force, it would break a fracture in the Universe:

"You cannot imagine what pain it is to have such Love for your Children, and realize they could break the fabric of the Universe"
- The Father to Anakin Skywalker, Overlords, Clone Wars Season 3

Various quotes throughout this arc suggest that these beings are currently the most powerful canonical entities, such as the following:
"My Children and I can manipulate the Force like no Other"
- The Father, Overlords, Season 3, Episode 15

This would place them above the beings such as Yoda, Palpatine, Obi Wan and Mace Windu, some of the most formidable entities at the time who could use the Force. Anakin was able to subdue the Son and Daughter, meaning he could be argued above them, however we need to point out that this was only on Mortis, as Anakin was able to tap into the innermost Force Power of the planet, however, this was only on Mortis, as it was stated the Planet was one of the greatest conduits for the Force in both Canon and Legends. It should also be noted these beings are descendants of Celestials, the beings who in Legends forged the very fabric of the Universe itself.

However it should also be noted the Force priestesses should also be considered even more powerful than the Ones, as they were largely regarded as the beings who forged the Midichlorians, residing on the Wellspring of the Force, the pure embodiment of the personification of the Will of the Force Itself. These five entities were also immortal, as they were the first in Galactic history to be able to retain their consciousness after Death. Dave Filoni further noted in an interview when asked about these ethereal cosmic entities, as embodiments of the Force itself, that they were originally 1 being forced to be divided for Mortals to comprehend. Placing them above the Ones as the Ones were able to manifest in physical form without being forced to divided their soul in order to compensate for their unfathomable power. Note in the following list i will not include Mortis amped Anakin

Now with that one disclaimer out of the way, we have to note that the following list will only include conventional/Mortal Force users.

1. The Reborn Emperor Palpatine (The Rise of Skywalker)
Palpatine even before his resurrection has been hailed as the Greatest Sith Lord to have ever lived, he was so formidable, he was able to discover the ancient technique of Essence Transfer, and was described as Count Dooku as being a "Black Hole in the Force" Palpatine, when inhabiting the body of Snoke engineered on Exegol, the body's clone started to decay after a few hours due to the fact it was unable to contain Palpatine's essence. He was able to use Telekinesis to ragdoll both Rey and Ben Solo through the air with little to no effort, his Force Lightning was almost able to overwhelm Grand Master Yoda momentarily, as well his lightning was able to nearly overwhelm a Vapaad augmented Mace Windu, and when it collided with him, was able to reveal his skeletal frame and propel him out of the cracked Chancellor's window. In the end, he was able to use Lightning in order to disable a fleet upwards of 200 ships that the Resistance commanded using only his lightning, he was so masterful in Telekinesis, he could summon Senate pods from their locations, as well as levitating the one he was standing on. And in the end was able to aid the Final Order fleet, consisting of over 250 Star Destroyers with only the Force.

2. Grand Master Yoda\Darth Vader
3. Luke Skywalker
4. Anakin Skywalker
5. Mace Windu
6. Old Ben Kenobi
7. Mother Talzin
8. Snoke
9. Count Dooku
10. Quinlan Vos (Dark Side)

Hope you Enjoyed!!

My top 10 characters of Star Wars are:

1. The Emperor (Sheev Palpatine): Emperor Palpatine, also known as Darth Sidious, is a Sith Lord with immense power in both the Force and politics. His mastery of the dark side allows him to shoot lightning from his fingertips and manipulate events to his advantage.

2. Luke Skywalker: Luke is a legendary Jedi Knight who played a pivotal role in the downfall of the Empire. His strong connection to the Force, exceptional lightsaber skills, and growth as a character make him a formidable presence.

3. Anakin Skywalker/Darth Vader: Anakin's journey from Jedi Knight to Sith Lord as Darth Vader makes him a significant and powerful character. His exceptional piloting skills, mastery of the Force, and iconic red lightsaber make him a force to be reckoned with.

4. Yoda: Yoda, the wise and ancient Jedi Master, possesses incredible knowledge and skill in the Force. Despite his diminutive size, his nevio lightsaber combat and Force abilities make him one of the most powerful Jedi in history.

5. Darth Maul: Darth Maul's double-bladed lightsaber and acrobatic combat style make him a formidable opponent. His resilience and intense dedication to the dark side grant him significant power and a lasting impact on the Star Wars saga.

6. Obi-Wan Kenobi: Obi-Wan Kenobi is a highly skilled Jedi Knight known for his exceptional lightsaber combat and wise teachings. His ability to tap into the Force and his strategic thinking make him a powerful and influential figure.

7. Rey: Rey, a key character in the sequel trilogy, possesses a natural affinity for the Force. Her progression from a scavenger to a skilled Jedi showcases her raw power and determination, making her a force to be reckoned with.

8. Mace Windu: Mace Windu is a highly skilled Jedi Master and one of the most exceptional lightsaber duelists in the Star Wars universe. His mastery of Vaapad, a lightsaber combat form, and his ability to channel his anger into strength set him apart.

9. Kylo Ren/Ben Solo: Kylo Ren, originally Ben Solo, possesses a strong connection to the Force and wields a unique crossguard lightsaber. His internal conflict and emotional struggles add complexity to his character, making him a compelling and powerful figure.

10. Darth Revan: While Revan's story is primarily explored in the Expanded Universe, his impact and power cannot be overlooked. As both a Jedi and Sith Lord, his strategic brilliance, lightsaber skills, and command of the Force make him an iconic and influential character.
