Why would Malgus even be capped for being a Sith? If it's because of Valkorion saying that Darth Jadus is the best Sith his Empire ever produced, that is said in 3631 BBY. Onslaught takes place in 3627 BBY. That's 4 years later. The Outlander experiences massive growth between KotFE and Onslaught. By all indications, Malgus experiences massive growth between The False Emperor and Onslaught.
Under the shedding limitations methodology, Malgus in Onslaught wouldn't be capped for being a Sith.

Per LFL policy there is no hierarchy within the C-Canon level, and according to Leland Chee supremacy quotes are subjective.

Since supremacy quotes are treated as subjective statements by continuity then they would be subject to when they were written, and whoever wrote one wouldn't have knowledge of the future and shouldn't be used to make claims about the future. However, I don't think supremacy quotes should just be chucked out the window because they are subjective if that's what you are saying, and I think Chee agrees with this as well.
