I think Darth Traya would win because she can use multiple lightsabers, and we all know that Palpatine has a 100% defeat rate against people that use more than one lightsaber.

I am inclined to say Palpatine. If he attack first and do not waste time talking, he will prevail without any doubt.
Darth Traya does have a very dangerous technique up her sleeve - one that Palpatine needs to factor-in in his calculus. He does have the benefit of doubt of living in the future and knowing something about Darth Traya to say the least. He should strike first nevertheless.

Kreia would school Sidious in that regard. What's so philosophical about Sidious? All he wants is power like a true psycho. He's pretty pathetic. I think Kreia even mentions/talks about Sidious (indirectly) regarding his political philosophy and its significance.

Here we are talking about Palpatine from the Revenge of the Sith, not from fan fiction called Dark Empire, where Palpatine's abilities went beyond of Star Wars.
