Ragnos is most likely more powerful, but unless said superiority is truly astronomical, it won't translate in combat(aside from reserves) unless a force clash takes place. Meanwhile Hord is hailed as one of the greatest saber duelists of all time-with Ragnos possessing no dueling accolades to his name- so it's plausible Hord is far more skilled in combat than Ragnos was, which in turn makes it plausible for Hord to win via sheer combat prowess. However, its also plausible that Ragnos outlasts Hord due to superior reserves, or that Ragnos forces Hord into a force clash and simply overpowers him. The data points aren't sufficient to come to any definitive conclusion, but I guess if I was forced to pick, I would back Ragnos due to his intent as the big daddy of the pre-Sadow Sith

Not much is known about Hord to be honest.

Tulak Hord most likely.
1. Believed to be the greatest duelist of the ancient Sith Empire - and throughout history by extension.
2. One of the greatest masters of the dark side and Sith Sorcery by extension.
3. Telekinetic prowess of the extent that he could affect and move Starships about the size of Endar Spire.
4. Slaughtered many Jedi in battles - multiple at a time.

Considering Tulak is the superior lightsaber duelist, who would win this? If you consider Marka Ragnos a more powerful Force user than Tulak, then will this Force power gap give the win to Marka despite his inferior lightsaber skills?

Tulak Hord is only believed to be the superior duelist. Ragnos conversely is stated to have been able to make himself nearly unwoundable in combat. Was physically tremendous even by Sith species standards and applied that as the originator of the 'Juggernaut' class of warriors.
Ragnos is also outright more powerful than him. Ragnos wins.
