How do you know he is weakened? He defeated Luke with Kyp's help. And Kun is also far below Malak who was below Revan. This version of Malgus was able to fight the Outlander who was the most powerful opponent of Valkorion/Vitiate, including Revan.

How do you know he is weakened?

It is accepted that all spirits are significantly weaker than there living iterations, and a multitude of quotes support this notion, here is one of them:

The ability to transcend death is not exclusive to a Jedi: Emperor Palpatine and the ancient Sith Lords Marka Ragnos and Exar Kun managed to preserve their psyches after their deaths, but it seems their spiritual forms were restricted by certain boundaries and limitations. Actually, Spirit Exar Kun (who is established as far weaker than his living prime) was capable of defeating Luke by himself:
