This battle wasn't taking place in the physical realm but in the shadowy realm which became accessible to them through the mind of Satele Shan when they bind themselves to her (Satele Shan was under the spell of Valkorion at the time) - Kira Carsen made this bind possible for all participants because she used to be a "Child of the Emperor." The protagonists were then making it possible for each other to sustain themselves throughout the ordeal, and when they began to experience a collective oneness moment, then countless faces began to show and the tide of the battle shifted eventually.
Every time Valkorion was struck down in the physical realm, he came back in another body (VOICES), and stronger than before - the act of creating a VOICE is a higher accomplishment than Midichlorian Manipulation as per Darth Plagueis
(I have found the quote). His (or its) original body was a fail-safe in case his very essence would suffer a significant blow in the course of Transfer Life which in itself is the most challenging and dangerous feat to attempt on living beings. This happened in case of The Alliance Commander because Valkorion's own family members turned on him at the time. Lord Dramath's angle is not official because The Alliance Commander is of the Jedi Knight background in BioWare's official updates and uploaded videos. Given his alignment and mindset, he would release Lord Dramath from the holocron and weaponize the device instead. No matter the choice, a Force ghost is a powerful entity in itself and can do things which living beings cannot. Valkorion still claim that even if The Alliance Commander bring and utilize any superweapon, it won't help stop him.
And even though it seemed that Valkorion was vanquished inside the mind of The Alliance Commander and his original body was also destroyed by Kira Carsen and Lord Scourge separately all at the same time, Valkorion still managed to trigger a mechanism which would help him rebuild/recover and return and he chose Satele Shan to be his next VOICE.
None of the above is something you can expect to be possible for any would-be combatant in a physical showdown - it is all dues ex-machina as was the case with Abeloth. Valkorion was IMMORTAL and there was no conventional solution to him - Darth Marr pointed out as much while the events of Ziost were unfolding.

Palpatine could not defeat Luke Skywalker and his sister Leia Organa Solo as of the Dark Empire (DE) in a direct confrontation. What makes you think he would take on all of them and prevail? Let us be realistic.

No, not even in Episode 9 which is CANON depiction.
He could kill Starships with a Force Storm (Wormhole) in Legends continuity but he never considered this applicable in direct combat; perhaps he risked destroying his own body in the process. Force Storm (Wormhole) was a potent concentration of energy in itself which could materialize naturally and also through a Force Maelstrom with sufficient knowledge and skill of it. Not sure how Palpatine summoned one on Da Soocha - perhaps there was another way to call one.

Valkorion have his (its) own abilities to kill a world - he does not need a Force Storm Wormhole for the obvious.
Valkorion did produce a Force Storm on Yavin 4 while transmigrating his essence to Ziost and killed many in the process - Fold Space is not a violent and destructive development otherwise as apparent from the feats of both Darth Jadus and Revan and noted by Darth Plagueis in his writings. Valkorion could one-shot military-grade ships with his expressions of Force Storm anyways. Valkorion's powers are sophisticated with multiple techniques involved in them on average. They are not easy to put in predefined terms.
Force Storm Wormhole did not help Palpatine against the Skywalkers in a battle when he needed it the most and this matters in the end; its all but theatrics to awe the audience. Valkorion honed many of his abilities to help him fight and win battles without a lightsaber - the odds eventually became too great to overcome however because the Cosmic Force have its rules which cannot be bend for indefinite period.

If Sidious is above Tenebrae, Luke should be well beyond the combined power of all SWTOR titans. It doesn't make sense.
The Outlander: superior to EoO Revan
Revan: superior to SoR Revan (who fought the elite heroes of the galaxy when they were empowered by Satele's battle meditation)
Vaylin: vanquished Arcann and Senya
Arcann: vanquished Early KOTFE Outlander/Hero of Tython (who killed The Voice when he was empowered by one of the greatest nexuses in the galaxy)
The Voice is well beyond Novel Vitiate who fried Revan Reborn. Given he can dominate Prime Scourge and ACT II Hero of Tython when Novel Vitiate can't dominate a much weaker version of Scourge and Revan Reborn.

I don't think Sidious and Luke have such scaling.
- Tenebrae is probably Abeloth level because he is much more powerful than Luke and Sidious. So is Abeloth.
