Legends TPM Maul is more powerful than SoD Maul and would dominate in a fight.
SoD is not C-Canon to Legends. The comic book is Canon only. This means that all of Maul's greatest feats that occurred in the EU (pre-TPM) don't apply to SoD Maul.

Okay... um, for one thing The Menace Phantom Maul is OP anyway.
For another how does this make it so he doesn't grow in SC?

Hm, that depends on how we're defining Legends continuity. Note that Matt Martin, who's apart of the Lucasfilm Story Group, sees no reason why SoD wouldn't also be apart of both Legends and Canon continuity.

Everything canon has to be Legends technically since Legends constitutes things that may or may not have happened. Canon constitutes things that certainly happened

Maul had grown more powerful since the last time he’d been in Sidious’s presence, before the Neimoidian invasion of Naboo had turned disastrous and Obi-Wan had bested him inside the Theed power core. His hermitage on Lotho Minor, his lessons on Unbara, his restoration by Mother Talzin, and his training of Savage had all strengthened him, made him a more worthy vessel for the Dark Side to fill with its power.

dude that's not what we are saying lol
Like let me make this perfectly clear, the debate as to whether SOD is Legends means nothing to me, though it slots in that's not the point.
The novel shadow conspiracy covers Maul's TCW escapades and clearly states he grew, so The Phantom Menace is not his prime like the title claims.

As I said earlier. That novel may be Legends, but SoD is not. The novel states that Maul had grown in POWER, but I dont take statements as fact, unless it's backed by feats. Which it's not. *TPM* Maul would dominate in a fight due to superior combative showings. Sorry

@Marc Spector Talzin literally performed a ritual that restored all of Maul's power and dozens of sources have confirmed that he continued to grow in power. As a duelist/martial artist then TPM might be his prime

Jason Fry, author of Shadow Conspiracy, has clarified that the increase mentioned in the novel is an overall increase. TCW Maul > TPM Maul in all aspects pertaining to combat. Sorry.
