Outlander in a good fight, I'd imagine.

I've been doing intensive research into the Outlander all the way to the latest expansion. And yeah, the Lander is basically hardcapped beneath Vaylin and I say that because it's arguable, hell even very likely that the Outlander lost the power boost bestowed by Tenebrae similarly to how Scourge lost his immortality/Nathema's void dissipated upon Tenebrae's death.

That quite frankly just isn't enough to be powerful enough to stop Exar Kun in any fashion. Given what we know from New Rebellion, Exar Kun was absolutely certainly the closest to DE Sheev in the entirety of the NR era. He's above Kueller with all indications who was already on the tier of DE Sheev, and Kueller himself was furthermore much more powerful than DS Kyp Durron who was channelling his 'full might' and whose 'barely contained' power 'bristled beneath his skin' similar to quotes of TPM Sheev and Novel Vitiate experiencing the same.

Put simply, Exar Kun is far more powerful than BFC! Master Luke and is even closer to Sheev's prime iteration than Kueller was. Combine that with his techniques and his known lightsaber skill.

Exar Kun wins, basically every time.

Why is he capped below Vaylin? He (apparently) has the potential to house Valkorion's full power, and also housed that of Arcann's and Vaylin's (though that might have been Valkorion consuming their power to re-energise himself, I'm not sure). By the end of KOTET he was at the very least approaching her level, and he's then had yet another year and a half/two years of power growth (I'll happily go into the Outlander's rate of power growth at a later point) to grow on top of that. I see no reason why he's capped below her.

Assuming he did boost him (I'm not going to comment further on this), why would he lose it? Scourge's immortality was down to a ritual that apparently bound him to Vitiate. Valkorion strengthened the Outlander's bond to the Force. That's not something that can just disappear with his death, as Scourge's immortality was apparently fundamentally linked to Vitiate, since it bound Scourge to his will to fit his new role as his wrath.

These are just questions, btw.

What he does to the Outlander is basically exactly what he does to his Children/Voices. Which is all a ritual. There's no reason to believe an exemption exists.
