Dark Empire. Even then, Yoda is far beyond Luke in terms of knowledge and variety of Force abilities. DE Luke is simply the better duelist and the more powerful Force user.

Sometime after DE.

By the end of Dark Empire, an unleashed Luke could defeat Yoda in a fight, though he would still have major gaps in consistency and knowledge.
After DE, Luke's power is fairly inconsistent depending on his willingness; I'd say he doesn't truly get to the point where he'd use that power in normal circumstances until TUF, though by NJO I think he would use it sufficiently to beat Yoda.

Dark Empire. He could loosely contend with a Palpatine who was far superior to the one Yoda was stalemated by.

Sometime after DE. He did beat DE Sidious but that came from Leia's force harmony which allowed him to fight at a greater strength. His baseline ability in DE should be below Yoda but he's still extremely powerful by DE, clearly.

Per Jedi Academy he's consistently growing more powerful but more reserved with each challenge since his base DE incarnation.
