Not in his wildest dreams. Valk can probably oneshot Rots Sidious. Maybe not, but he can oneshot TPM Sidious.

It may actually require less of a power gap than people here are assuming. RotS Sidious was evenly matched with Yoda, yet it took all of Yoda's might to overcome his lightning; Mace Windu was stalemating and then defeated Palpatine, but was about to get overwhelmed by his lightning.

Im fairly certain that the novel states that Mace was not experiencing fatigue while using vapaad.

That's...literally what I meant by him being exhausted. No tier 9 is beating Sidious in sabers without being tired or exhausted, lol. Unless, of course, you're expecting a peer of Sidious who's only a bit superior in skill to be able to best him without being drained from it?

And when did I say DE Sidious couldn't? I assumed this was, say ROTS or ROTJ Sidious vs SWTOR Vitiate, hence why I said no. DE Sidious could probably one-shot novel Vitiate. SWTOR Vitiate is a stretch, and Valkorion is 100% a no.

It's figurative. It's saying neither can allow fatigue to take hold because then the other will strike them down.

Once Sidious used Force lightning Mace's Vapaad got overwhelmed which would then allow for fatigue. During their duel however Mace's vapaad wasn't overwhelmed. Its also noted in the novel that had the duel could have gone on forever. While the "forever" part is hyperbole its still letting us know that the fight could have gone on much much longer had the fight stayed a saber duel.

Vaapad wasn't being overwhelmed at this point. Mace was still very much in the game as the power was steadily increasing until Vaapad gave way to it.

"Anakin!" Mace called. His voice sounded distant, blurred, as if it came from the bottom of a well. "Anakin, help me! This is your chance!"
He felt Anakin's leap from the office floor to the ledge, felt his approach behind—
And Palpatine was not afraid. Mace could feel it: he wasn't worried at all.
"Destroy this traitor," the Chancellor said, his voice raised aver the howl of writhing energy that joined his hands to Mace's blade. "This was never an arrest. It's an assassination!"
That was when Mace finally understood. He had it. The key to final victory. Palpatine's shatterpoint. The absolute shatterpoint of the Sith. The shatterpoint of the dark side itself. Mace thought, blankly astonished, Palpatine trusts Anakin Skywalker...
Now Anakin was at Mace's shoulder. Palpatine still made no move to defend himself from Skywalker; instead he ramped up the lightning bursting from his hands, bending the fountain of Mace's blade back toward the Korun Master's face.
Palpatine's eyes glowed with power, casting a yellow glare that burned back the rain from around them. "He is a traitor, Anakin. Destroy him."
"You're the chosen one, Anakin," Mace said, his voice going thin with strain. This was beyond Vaapad; he had no strength left to fight against his own blade. "Take him. It's your destiny."

I am not sure how you would answer this question even if we assume Vitiate is a Sith.

Sidious could draw upon his anger, hate and Anakin's fear to bolster himself, so if he was exhausted it became largely negligible when he began essentially zapping Mace. By contrast, Mace was already massively drained by the fight on top of his tiredness prior to this, meaning that Sidious had numerous advantages, including catching Mace off-guard.
