ANH Darth Vader runs the TPM Council gauntlet

TPM Windu is probably around Maul-level or slightly above. We know that him reaching tier 9 was a result of him mastering Vaapad, and was a sizeable shift in power, which only really manifested shortly before he died in RotS. The idea that Mace was a tier 9 and on-par with Yoda, and thus saw little to no growth between TPM-RotS, and throughout Shatterpoint and Revenge of the Sith is painfully stupid, and is contradicted by all of his fights in both Legends and Canon during this time period, his honest self-assessment of his power, how his power is assessed by others, and how Yoda assesses his power relative to Dooku's during Dark Rendezvous, wherein Yoda roughly equates Windu to off-nexus Dooku right before steamrolling Vjun!Dooku while distracted by an innocent bystander, his sympathy for Dooku which made him try to convert him back, and the nexus itself.
