Momin initially beat an already wounded 12BBY Vader, but Vader was still able to come out in top at the end. Ventress held her own against Dooku, and she is generally around the level of the likes of Oppress and Grevious. I’d give it to Ventress

Argument could be made for Momin based on better feats

Momin has a better dueling feat, but his power in the Force is hard to quantify. We know he was weak enough that Vader could literally squash him like a bug when Vader chose to do so. He's outright admitted he's far weaker than Vader. 

That said, Asajj is also pitiful compared to Vader's showings, so it's pretty hard to say whether S1 Asajj is stronger or weaker in the Force than Momin. Assuming they're roughly equal, I'd give it to Momin due to his better dueling feat.

There's being capped beneath Vader, and then there's being utterly helpless against Vader's TK. Momin fell in the latter category. Not every Jedi to face Vader has proven to be utterly helpless against his TK the way Momim was. That was the point I was getting at.
