Iirc w in the beginning of TCW Maul was restored to his former power, and a slightly version superior version of him stomped Savage. So I would say Maul takes it with some difficulty, as he will have to deal with Savage’s strength and unconventional style.

For starters we know that Season 4 Maul was restored to his former, TPM level power;

Savage took his wounded brother to their homeworld of Dathomir, where Mother Talzin used her strange powers to heal his ravaged mind… and make his ruined body whole. Restored to his former power, the Sith Lord had only one desire… Revenge!

The Clone Wars Magazine #13 establishes Savage as more powerful than this Maul (scans), key parts of this being;

1. Maul's "ok" Force abilities compared to Savage's "strong" and "powerful" ones.
2. Opress having "greater control of the Force" than Maul.

Up to this point, Dooku can feel Savage's power growing all the time, which greatly worries him;

That creature Savage Opress is growing stronger and stronger as each day passes... He is a threat to all of us.

Keep in mind that this is just his natural growth rate. While completing his training and learning valuable Sith secrets under Maul - which causes a temporary breaking of the Rule of Two - Savage would be growing even faster every day until his death. By 19 BBY, Savage is vastly more powerful than the version who had greater Force power than TPM Maul, so I think he wins here.

Solid argument. I think I’ll go with Savage for now.

I don't think head to head or versus opinion pieces can be treated as declarative statements. It may well be that Savage has more raw power than Maul but it's hard to argue that his skills are up to snuff. Maul would run rings around him in sabers and all out. In Force only Maul's far greater skill would likely beat out Savage's durability much the same way it would pan out in a physical fight.

I'm going with Savage. His performance against Sidious impresses me more than TPM Maul's did.

Savage's skill is highly suspect compared to Maul's.

Pretty sure Sidious was just toying with him so he'd die as soon as Maul stood up.

Maul wins. That clone wars magazines aren't end all and be all, they also claim that Maul has "OK use of Force Lightning," and a lot of people will contest the idea that Maul uses Lightning. IIRC, they also claim that Savage defeated Dooku and Ventress.

@YousufLatham Why would we dismiss the entire source because of a minor incorrect - and irrelevant - detail? On that topic, the old Insider Q&As answered by Chee and Hidalgo align perfectly with the Clone Wars Magazine (scan)

They say there's no reason to believe Maul didn't learn Force lightning, that he has the rage and focus to use it, but that it's not his specialty (thus the "ok" usage makes sense) or his go-to in combat. As for the Savage fight, I'd say that ragdolling both of your opponents and forcing them to flee constitutes a win. No contradictions here.

Maul wins through superior skill and intelligence.

Whether or not Maul knows force lightning is irrelevant as he will never use the damn thing

Lol. Insert every Jedi in TFU using lighting. 

Not to mention the C and G canon versions of the fight override him using it.

Savage is more powerful, but TPM Maul must be more experienced and better duelist. At the moment, I am inclined to his victory.

Savage may be more powerful but Maul is more skilled, so I can see him winning.
