Maul wins, even TPM Maul would beat Savage in a Force battle as he's holistically better, given that he's been stated as somewhere in the Vader realm in terms of threat level, whereas Savage is a rogue assassin who doesn't have the skills, power and training , and what reinforces this that we have a recent source saying that Savage was never Maul's equal i.e. he was always his inferior:

Not really, two different kinds of rage. Kenobi’s stems from his guilt and failure to save Qui-Gon, which is complete contrast to how he usually operates—which Maul capitalised on. Savage is a raw, animalistic sense of rage that heightens his powers to an extortionate degree. Maul dies again

No shit their rage amps had different motivators, that doesn't change the fact that they were empowered by the Dark Side, and what's Maul even going to do to enrage Savage? The one time Savage was empowered by his rage occured because he realised that Ventress was using him for her own good and also because he was fed up of being abused by Dooku's Sith Lightning.
