Windu hasn't fully developed Vaapad by TPM, so he can't do that inner darkness stuff.

Mace is the most powerful member in the order in tpm. If qui gon could put up a fight, in all likelihood Mace stomps

Reasons?

Because Vaapad, even in TPM, is still fully developed from a technical standpoint. Mace didn’t truly master the mental side of it until Shatterpoint. Despite this he’s still developed it to the point that he can rival Yoda.

Not to mention that there are lesser Jedi than Mace that would defeat Maul, like Yaddle etc

There's conflicting info on this. One quote says Windu can't beat Maul on his own, but another quote has Jedi Dooku above Maul, with Jedi Dooku being beneath Windu. One quote also says Maul is perhaps the second greatest duelist in the galaxy behind Sidious as of TPM. I think it'd be a great fight regardless of the victor.
